Aren't you just pissed that NBI has done it again? The long queues and the flustered faces greeted me when I decided to check NBI Capitol Cebu last October 19th. A long snake-like line was waiting to be given priority numbers. Ever since the Robinson's fire incident and the sudden change of NBI process frustrated not only me but those people in line as well. There was one person who could not fly to China cause of the stupid new policy. NBI had a hard time dealing with all new applicants and not to mentioned those who just wanted to renew. Apparently, we all get to start from scratch, meaning you need to fall in line early in the morning to ensure yourself of a priority number. They will only provide a specific limit of numbers to be given per day. Once you have your number, you will get the schedule for you to continue the process which would be 3-4 weeks apart from the time you received your priority number. When you get back that's the time your photo gets taken and you had to wait another 2-3 weeks to get your clearance. Imagine the long process you had to endure? I didn't have all day to stay and I just got out from my work. I left with the decision of riding a bus and go to Tuburan to get my clearance.
Tuburan is one of the Northest part of Cebu. You can ride a bus directly to the place at specific time intervals which would cost you Php100, you can also opt for the V-Hire at Php140 each. Riding the bus for almost 3 hours was the challenge so bring something that could occupy your mind.
I read about getting new clearances in Tuburan from Istorya.net. I needed to get mine cause I only got a week to comply everything. Tuburan caters to almost anyone who needs a new clearance. They even gave a new one for that person from Manila. Before, we used to go to Robinsons to have our clearance renewed and now that there is a new system everyone and I mean EVERYONE will go back to one. Renewal or not everyone will have to underwent the grueling task of falling in line and hopefully grab that most covetted priority number.
This was the rickety-rust laden bus we rode for almost 3 hours trip. I slept almost half the time we were on the road. I was utterly tired, the seats were totally flat with no cushions at all. We arrived at Tuburan near the church round 9-ish. The driver announced that we have arrived and we headed straight to NBI.
This was the line that greeted us. We filled up the form, paid the amount of Php115. Got our photos taken and bio-metrics done then voila! I was one of the few who came all the way from Cebu to just get our clearance.
Yes, we decided to take the V-Hire on the way home, it cost Php140 each. It was worth all the effort. I could not bare waiting for almost forever to get my clearance and remain my sanity at NBI Capitol. The trip was truly worth it. We could have stayed long enough but I got other requirements to comply.

* Valid ID (Government Issued like Passport, Postal ID, Voter's ID)
* If you don't have any; a police clearance will do.
* Php115 for payment
Also, there has been changes in the NBI Clearance itself. The clearance is valid for one year from the date of issue! :)
